[New Quizzes] Build on Last Attempt - Partial Credit Score Calculation

Problem statement:

Problem: When the "Build on Last Attempt" is selected on a New Quiz, the only option for score calculation is to IMPROVE the score until all attempts are used or the student reaches 100%. But the "score to keep" drop down is still available to select a different option (such as average score), but it doesn't actually calculate an average score at all....so this is misleading. It would be nice to have final score calculation options when this setting is enabled.

Proposed solution:

Solution: Either enable the score to keep calculations that are in place for regular multiple attempts without the "Build on Last Attempt" setting enabled and clearly describe how the "average" would be calculated. Or, better yet. add options to that menu (or disable that menu and have a separate one just for "build on last attempt") that allows faculty to choose how they want to score the re-attempted questions. Ideally faculty could choose to give full credit (current functionality) OR some partial credit. Our faculty prefer to only award 1/2 credit on the reattempt and currently must go in and use "fudge points" to change final grades.
