[New Quizzes] Apply changes to Until Date to in-progress attempts

Problem statement:

Currently changes to the Until Date will not apply to in-progress quiz attempts. If an instructor wants to change the Until Date due to a mistake or intended extension of time, the changed date will not apply to a student who has already begun the quiz attempt. This results in the instructor having to give the student an additional attempt at the quiz and manage the accommodation for any affected student. In large courses, it is burdensome to manage when a mistake cannot be easily corrected.

Proposed solution:

If an instructor makes a change to the Until Date, apply the new date to any in-progress quiz attempts. If the change in the Until Date would decrease the amount of the original time set when a student began an in-progress attempt, notify the instructor with a warning and require them to check a box acknowledging or something similar that requires an action to apply the change.
