[New Analytics] More granular analytics around assignment submission dates as compared to available/due/until dates

Problem statement:

A subaccount admin who is also an instructor wants to do pattern comparisons between the timestamps when students submit assignments and the assignments' available, due, and until dates.

The following information is needed:

• Timestamp when students submit a given assignment (all assignments, not just late or missing).
• Whether the assignment submission was a PDF or text entry, or some other metric about what was actually submitted.

The Late Assignments report gives some of this information, but it is not sufficiently granular and does not include information on submissions that were made on time.

Proposed solution:

Allow subaccount admins and instructors to generate custom reports to pull and track the following data at the appropriate subaccount and course levels (per their permissions): 

• Timestamp when students submit a given assignment (all assignments, not just late or missing).
• Whether the assignment submission was a PDF or text entry, or some other metric about what was actually submitted.
