[Modules] Have new modules go to the top of the page

Problem statement:

When a teacher creates a new module, it defaults to the bottom of the course module page. Can you please create an option where teachers can have the newest module created default to the TOP of the page? That is how teachers and students need to see the modules: newest on top. Thank you!

Proposed solution:

Code the default modules settings to be +Module is FIRST on the page instead of last.

Problem statement:

Current production defaults to new modules appearing at the bottom of the browser window. This requires instructors to either drag the module to the top of the page, or use the breadcrumbs/hamburger roll option to "move to top" at the creation of each new module (for those who want them first in sequence). Depending on browser, device, and display configuration, this can be a nuisance and require extra time. Leaving it as is at the bottom of the page increases scroll time for each user every time they go to that page. One thing people will always be doing in Canvas is creating modules, and this mismatched ordering can impede a course's smoothness and coherence. Best practice says that modules should work reverse chronologically -- from most to least recent. This prevents unnecessary scrolling down for students and dragging up for teachers.

Proposed solution:

In Course Settings, could their be an option for the location of new modules (simple toggle for TOP or BOTTOM)? Or when a module is created, could there be an option there about where to place it?
