[Import/Export] Cartridges with new quizzes should retain grading assignment group

Problem statement:

When you export a cartridge that has New Quizzes organized in assignment groups, when you import the cartridge to a new location, it does not retain the assignment group placements. Instead, the new quizzes are all placed in an "imported assignments" category. Cartridges that use Classic Quizzes do not have this issue, assignment category placements are retained during import. If you look at the xml for the cartridges, you can see that with Classic quizzes, the included with the assessment matches the ones identified in assignment_groups.xml file, while cartridges with New Quizzes have unique identifiers that do not match the assignment_groups.xml file.

Proposed solution:

We would like it if the cartridges with New Quizzes would retain their assignment group placements. As a content vendor with a very large number of canvas customers, we deliver a huge number of courses using export/import and having to manually fix cartridges after import is not going to be efficient.
