[Gradebook] Options to reduce space

Problem statement:

The space above the gradebook takes up too much room. I have lots of students and I want to avoid scrolling.

Proposed solution:

Allow us to toggle to increase the number of rows that we can see in the gradebook. This space is from the 3 bars/pancakes/Title of course to Apply Filters. With a toggle I could see: more lines or what you have now.
