[Gradebook] Incomplete Work Notification

Problem statement:

Would love to mark student submissions as INCOMPLETE so they know there is more to do to make the full score.

Proposed solution:

at the "pencil" on the grading page, add an INCOMPLETE category so students are aware there is more to be done on the assignment. It would show up on the grade report, offering an easy "at a glance" notification
