[Gradebook] Apply automatic feedback based on score

Problem statement:

It is cumbersome to add individual feedback to large numbers of students, and having the option to automatically apply feedback (or even apply the same feedback manually to multiple students) would streamline the process.

Proposed solution:

With automatically graded assignments (such as with New Quizzes) I would like to be able to write feedback that is automatically applied based on the overall grade on the assignment. For example, if a student gets a failing grade on a quiz, I'd like to apply feedback encouraging them to retake it, or for a student who got an A, I'd like to apply feedback congratulating them. Being able to do some of this automatically would save a lot of time in my large classes of 60+ students.
