[Gradebook] Allow instructors to apply the late assignment policy to complete/incomplete types of assignments

Problem statement:

I want to apply the late assignment policy to my pass/fail types of assignments. I use complete/incomplete, but this semester some students submitted the work after the deadline without a penalty. I want them to still submit the late work, but I don't want them to get full credit. If I can't use the late assignment policy with complete/incomplete assignments, I have to use points for every assignment instead.

Proposed solution:

I would like the option to apply the late policy to all types of assignments.
