[Gradebook] Add Shortcut to Moderate Quiz

Problem statement:

It takes several steps to get to the moderate quiz page from the Gradebook.

Proposed solution:

In the 3-dot drop-down menu for an assignment in the Gradebook, add a shortcut choice to moderate.
