[Files] UTF-8 with BOM as default encoding when downloading CSV files from Canvas LMS

Problem statement:

Regarding foreign language such as Japanese. The Kanji characters sometimes get garbled when opening the CSV file in Excel. However, that is not an issue with Google Spreadsheet. Most collages in Japan still use Microsoft products. Since Instructure doesn't work with Microsoft products, this issue can't be resolved directly.

Proposed solution:

I'm suggesting to allow "UTF-8 with BOM" or just "BOM" to be the default encoding for users who have trouble with garbled letters and characters.
