[External Tools] Enable Submission Review specification so that Turnitin Similarity Score can be placed on a Flag in Gradebook

Problem statement:

Currently the only place the Turnitin Similarity Score only appears in on the flags in SpeedGrader for each individual student. It makes it difficult to see whose submissions need to be reviewed.

Proposed solution:

Place the Similarity Score on the flags in the Gradebook as well which it is easier to see who make have copied off a peer, or if the score warrants extra review, based on the teacher-set cutoff set for the assignment. For example, if two students have the same high similarity score, it will be obvious from the listed scores in the gradebook and it is easier to know to compare the work of those two students.

Thank you for this suggestion! This will require us to support the Submission Review LTI specification which is something we're very interested in pursuing. For now, I have added this to the "Improve ability for tool developers to use same functionality between Canvas and other LTI Platforms" for further consideration.
