[Enrollments] Temporary Blocking of Student Access with a Status Page

Problem statement:

We have numerous "compliance" paperwork that students have to submit. We are looking for a low-impact way to restrict them from their courses at a certain point if that paperwork isn't filled out. We would love to be able to use something like the "Suspend User" in conjunction with a status page or announcement which will describe why they are unable to access their courses. Currently a suspended user is just locked out of Canvas without any indication why they are no longer able to access the system. This usually results in visits to the IT Help desk all under the assumption that their password isn't working and/or needs to be reset.

Proposed solution:

Add some kind of option similar to Suspend User that would tag a user or give them an alternate role in Canvas. This role would be combined with a landing page or announcement after they log in that could be customized to say something like " Your account has been temporarily disabled until XYZ is completed. Please proceed to ABC office and turn in the required paperwork."
