[Documentation] Add permissions required to use API to API documentation

Problem statement:

Creating appropriate account level permissions for API user profiles is sometime a case of trial and error because the permissions required to use API end points are not explicitly documented.

Proposed solution:

The documentation for each API call should also list the permissions required to access it.
