[Discussions] allow teachers to restore teacher-deleted replies to a discussion

Problem statement:

I replied to a student's discussion reply and then rethought my reply. I tried to delete my reply and somehow deleted the student's reply. I can not now retrieve that reply.

Proposed solution:

There should be a way to retrieve a student's discussion reply when a teacher accidentally deletes it. We can undelete pages and other content and we should be able to undo this kind of teacher error as well.
