[Discussions] Post Delay or Scheduling option

Problem statement:

Discussion posts are visible immediately, and there is no option (or extension or plug-in that I have found) to be able to schedule these. Working across different timezones can mean that students or instructors are receiving alerts at odd times. I know that alert settings can be changed, but delayed options would be very helpful for course set-up as well. Many institutions require posting on multiple days for both students and faculty and often there are posts such as introductions or weekly summaries that do not change from session to session. These could be scheduled to allow more flexibility for instructors and students.

Proposed solution:

It would be ideal for faculty and students to have an option to 'delay post' in the discussions, very similar to this feature in the announcements settings.
