[Discussions] Display entire focus indicator around all buttons in discussions

Problem statement:

When navigating through the discussion interface using only a keyboard, the focus indicator around buttons does not correctly display. There is insufficient margin/padding around the container that prevents the focus indicator from fully displaying. The problem occurs in the menu above the discussion/topic description as well as any user responding to a discussion, both for in-line view and split view. When replying to a comment, the focus indicator actually disappears entirely. This is essential for accessibility and is currently confusing for any user navigating the interface without a mouse. I created a screen recording to demonstrate what I'm observing (note: there is no sound so no captions are included): Discussion Focus Indicator Video. This was initially reported to Instructure Support (case 11193991) but I was told this is a "new feature."

Proposed solution:

Increase the padding and/or margin around containers or buttons so that the focus indicator properly displays.

This issue has been fixed and is no longer an issue in production. I don't see a way for me to mark this idea as completed/closed, but it can be! Thank you!
