[Courses] adding tags to courses to allow for easier searching and course management

Problem statement:

I find it very difficult looking for courses and knowing what they are connected with either through a learning pathway or programme. being able to filter all courses in a tag group would save so much time and give better consistency of management of the courses.

Proposed solution:

it would be very useful to be able to create tags and assign them to course details to allow for searching for course by tag. this could be used to pull up all courses in one programme or pathway in one go. if it was free form tag creation they could be created to filter out the course details in a number of different ways, by yr, school, programme, priority courses, first year etc.

Problem statement:

Allow administrators to add and manage tags for courses. These tags would help organize courses based on departments, programs, accreditation, term, format (online/in-person), or custom categories. Additionally, admins should be able to filter and search courses by tags to quickly find and manage courses. Currently, we have to incorporate tags into the course name and depend on the course name search function. However, this approach results in unnecessary information being displayed.

Proposed solution:

Implement a structured tagging system for courses, with a restriction on the number of tags to prevent query overload.
