[Course Settings] Hiding Rosters (People Tab) from Teachers

Problem statement:

I'd like there to be an administrative option to restrict a teacher from viewing their course roster until a certain date?

Proposed solution:

Admin Option to prevent the people tab for all users for defined dates, much like the Terms access dates.

Hi @apettit  -  What benefits would this additional functionality bring to your institution?

@KristinL  It would allow teacher to work on their course, without knowing who their students are.  We need to hide rosters from teachers in the middle and elementary schools because rosters are so fluid until school starts and for confidentiality.  Parents are able to advocate for which teachers they don't want their child paired with, etc.
