[Course Import/Export] Create an easy way to copy a course and not include unlinked files

For Canvas, this could be:
- Copy Entire Course Files Folder (including unlinked files)
- Copy Only Files that are Linked (includes files linked in unpublished modules and pages)
On the main Course copy screen in Canvas, give us an option that admins can control by default as checked that allows users to copy the course forward, but not include all the files that are unlinked but still live in Files. This is equivalent to doing a selective course copy and not checking the "Files" area. We need this up front and on the main copy screen and easy, and to able to be turned on by default so that when courses get moved forward all the bloat of 5 years of being used does not get brought forward.
This is one way we hope to deal with the March 2026 accessibility rules - by removing all the unused content from courses going forward so we can focus just on the content students see. Teaching every instructor how to use selective course copy and getting them to remember to do it is not feasible. If Blackboard can do this, I'm sure Canvas can.
