[Commons] RCE in Description box when sharing resource to Commons

Problem statement:

When sharing a resource to Canvas Commons, there is a required description text field where the person sharing the resource can provide information about that resource. The text box for this description currently allows only plain text formatting, which limits the way information can be shared.

Proposed solution:

The Canvas RCE, or some other more advanced text editor, should be enabled in the Description box in Canvas Commons. This will allow users to share content in list format, to share links for help or more information, or other useful formatting to convey information.
