[Commons] Imports by Admins

Problem statement:

Admins are not able to import content from commons into courses unless they are enrolled as a teacher in the course. As the instructional designer for our university, there are times when I add things to Commons and need to add that content into multiple courses for faculty. Currently, this process is tedious because I have to enroll, import, then unenroll.

Proposed solution:

There are two solutions for this problem: 1. Just give admin the ability to import from Commons since we can make all other changes in a course. 2. Give admin a quick enroll/unenroll button so this process is much faster. Blackboard has this feature.
