[Classic Quizzes] Request to export data of who hasn't completed the quiz

Problem statement:

No option to export data of who hasn't completed a quiz. You can only message them directly in Canvas Inbox, or a workaround is to copy and paste a list of names. You can export students who have completed the quiz.

Proposed solution:

Give Canvas admins/teachers the functionality to export a CSV file of which users have not completed the quiz. This would allow departments to follow up with the users directly, as they may not have much engagement with the Canvas platform alone.

As our product teams are no longer developing new functionality on the code base for Old (Classic) Quizzes, we've moved this idea to the Will Not Consider Status.
