[Catalog] New date feature problem

Problem statement:

The date feature released on 4/15/24 is unusable unless you are using it for a date in the current year. Catalog Release Notes (2024-04-15) Note in the release link above the example used is 'Birthdate'.

If you enable this feature and then attempt to enter a birthdate you can select the day and switch months easily enough on the popup calendar, but there is nowhere to change the year. What's worse, if you select a date and try to change the year in the text box, you'll only get the first two numbers entered before the formatting breaks. The only way to then enter in a correct date is to clear the text box completely and then type in the birthdate. This will only confuse and frustrate students. I wouldn't use this 'feature' at all if I didn't need to collect birthdates.

Prior to this feature rollout we had a birthdate requirement via text input which worked well enough. That appears to be broken as ~30% of new accounts created in the last few weeks do not have anything listed in the Birthdate field, even though it is a required field. Considering Canvas Catalog used 'Birthdate' as the example when rolling out this feature, they had to know it was broken on arrival. Please fix this issue.

 
Proposed solution:

Add the ability to quickly change the year on date input within the calendar popup.
