[Catalog] Canvas Catalog Alert Banner

Problem statement:

We recently had an issue in our Catalog instance and wanted to be able to post an alert to students using the platform. However, there doesn't seem to be a banner or notifications feature to be able to that in Catalog like there is in the Canvas LMS.

Proposed solution:

It would be great if there were an Alerts and/or Notifications banner that we could add to Catalog to be able to display any alerts, outages, or issues to students who might be trying to enroll in courses at the time of the outage or issue. This would allow us to get information to students and admins quickly.
