[Catalog] Add last activity column for Subcatalog admins page

Problem statement:

We have at least two user for our subcatalog pages, and our Subcatalog admins page has gotten lengthier. During audits of accounts with admin roles, we would like to start including the subcatalog admins in the audit. Currently, there's no way to check on the admins page when their last activity was.

Proposed solution:

Add an additional column to display the admin's last activity. This will help root admins better audit and clean up subcatalog admin accounts that are no longer active.
