[Attendance] Access to attendance for students and observers

Problem statement:

Students and observers cannot see or access their attendance inside the courses.

Proposed solution:

Attendance should be accessible to students and observers inside the courses. Our parents and success coaches (observers) need to access all the details about their attendance and when they were absent.
