[Assignments] Prevent Classic Quiz Creation
From Assignments a teacher, ta, or admin can create an old quiz by clicking the + button on an assignment group and then changing the type to quiz. Schools that have fully migrated to New Quizzes will not have a consistent approach to quiz creation. An example would be a new faculty not understanding they are providing an old quiz option for students. Students who are used to New Quizzes will have a different experience that what they have been taught. Additionally, it provides an inconsistent way for accommodations to be set up as a faculty may set up accommodations in New Quizzes but not in the old.
If New Quizzes is a feature option that is turned on the + button for an assignment group should automatically create a new quiz when quiz is chosen as a type.
