[Announcements] Use SIS Import by Admins to set up quarterly announcements
Problem statement:
Each quarter the institution has a set of announcements that are sent out by the Admins. Instead of having to do them one by one it would save a lot of time to have the ability to use an SIS Import to create them.
Proposed solution:
Have the ability to use a CSV file to upload into the institutional level announcements to save time for announcements we have to set every quarter as reminders for faculty, students, and staff.
