[Announcements] Send announcements to groups created in people

Problem statement:

background: You have a merged course, mixed populations. You have created Groups for different populations in the "People" section. You want to send an announcement to a specific population aka Group. Current situation: You can't access the Groups through the Announcement tool.

Proposed solution:

Set up the system to allow users to access Groups they have created when sending Announcements. This will make the process extremely more efficient.
