[Admin Tools] bulk clean up old courses that do not have sis ids

Problem statement:

Looking for an efficient way to clean up bulk clean up old courses that do not have sis ids. Our process does not use SIS ids. We need remove and or archive a large number of courses that are no longer in use, out of date, or have been replaced. We need the ability to identify the status and dates of courses that still exist but need to be archived or deleted.

Proposed solution:

Create another way to bulk delete courses that do not have SIS IDs, perhaps by last used date.
