[Admin Tools] Tracking Feature Option Enablement

Problem statement:

Admins do not have any information regarding which courses have enabled which feature options in Canvas. This means that we cannot message those users directly when there are issues with a feature or opportunities to provide feedback.

Proposed solution:

Provide a report or dashboard to allow account admins to see which courses have which feature options enabled. I am sure there is some kind of flag that is associated with each feature option, allowing that feature to appear in a course. That flag just needs to trigger a log and then have that display to admins in some manner.
