[Account Settings] Automatic Email Forwarding Feature in Global Settings

Problem statement:

Unless teachers have enabled email notifications for receiving Canvas inbox within their account, messages from families sent to teachers are being missed because teachers are forgetting to look in their Canvas inbox, in addition to our email system.

Proposed solution:

Currently, teachers can enable the notification within their account, but we would like to have the option to set global notifications to be sent automatically, by default, for all of our users. Then, teachers could go into their accounts to adjust the frequency of notifications, if wanted. This will help to ensure that teachers receive messages when parents send them through Canvas inbox since they otherwise won't be notified about a message having been sent.
