QTI quiz import in Spanish

I am trying to import test questions from a CSI using the Classic to Canvas QTI converter 2.0 from Kansas state. When I complete the import of the QTI package, my Spanish language characters are garbled.

Qué es una "Declaración del problema"? becomes:

How can I import questions using spanish language character that render correctly?

 Everywhere I have read so far says I should upload them as utf8 which i did. I think the issues is that the tool does not read csv files at utf8. My work around was to use chat gpt to covert the formatting to comply with the parameters of the QTI converter tool by NYIT. This converted my content into a simple text file and that went through like a charm.
