LTI 1.3 launch ending without an ID token

We've got a few LTI 1.3 tools deployed and it seems to be working fine for 99% of people, however we've noticed in the logs that sometimes when a user attempts to launch the tool on the last step of the LTI launch when they get redirected back to the LTI tool their id_token parameter is there but empty. The part of the login I'm talking about is the POST request to the redirect URL. The form that initiates this requests is in Canvas, so it's seeming like it's either a problem with Canvas or something in the browsers that is causing this. The empty id_token parameter obviously results in their launch of the tool failing as we can't authenticate who the user is.
I can't manage to reproduce this, the only thing it might be related to is Safari and all the requests look to either come from an iPhone or a Mac.
These are the user agents I've seen have the problem:

Ah, my misreading of code, I think we are not getting an id_token, but are in-fact getting an error parameter along with the state.
