Global Announcements API: as an admin, is there any way to see all current announcements for an account?

I've been poking around the Global Announcements API, and while I can post announcements for specific roles (as an admin), I cannot seem to pull the information for a specific announcement (or even when pulling all announcements) if I am not in that role.

Going to the account page in the UI, I can see all the announcements, regardless of the role set. Surely there is a way for the admin to be able to pull all announcements, regardless of the  account_notification_roles set?

Observations made so far:

• Using the API, an account admin can add and edit global announcements. 
• The user/token making the call to retrieve the current announcements can only see announcements for the roles this user is in, even if they’re an admin. (For example, they cannot view the announcements for a TA if they are not also in a TA role, but they can update the announcement as long as they have the announcement ID.)
• An admin using the API call cannot delete an announcement because it only removes the announcement for the user making the call. (To actually delete an announcement, the admin has to do this in the UI on the Global Announcements page.)
