What is the role that provides users admin access in Canvas?

I'm not sure what you mean. Students do not have access to Canvas Commons. You can find a complete list of who does have access to Commons by visiting this Guide:
Take a look at the second bulleted item within the light-blue box at the top of this Guide (under the "Notes:" section).
Users who can create or edit course content in Canvas also have access to Commons. This includes Admins, Teachers, Designers, and TAs. If an institution does not want student TAs to have access to Commons, an account admin should create a custom TA role in Canvas that does not have permission to create or edit course content.

@govreacladmin In our instance, it is based off of Instructional Roles for who sees Commons.
