Why is +Conference not visible? It is enabled.

My conferences are enabled yet students cannot see them.  

On the instructor side, I can see that they are enabled, but on the student side, I cannot see them which is confirmed from a student.  This is an issue in 2 of my 4 sections.

There is a system permission related to creating conferences.  By default it is enabled for Teachers and Students, but can be disabled.  Canvas has something called SubAccounts which can be used by a school to organize their system.  Permissions on different subaccounts can be set up differently.  So perhaps 2 of your courses are in a subaccount which have the permission set to allow students to create conferences, and the other courses could be in a different subaccount which do not allow it.  This is just a guess, but it's the only way I can think of to explain this.  If you have a local Canvas admin at your school you might want to discuss this problem with them.
