Problems with Peer Review

I have used peer review several times in the past with no problems (other than the usual 'not following instructions'), but I am nos having several students stating that they aren't able to see any of the annotation tools, or the rubric won't save or is not usable (won't let them click on score boxes). Some other students are having no problems. Are there currently any known issues? When I inquire about the problems they are encountering, they are all stating they're using Chrome.

Relatedly, why can't you assign a test student a peer review (manually)? This would be beneficial so I could share screen and walk students through how to go through the peer review process.
