This is a new feature that appears to only be available in beta right now. I'm not having luck finding a reference to it in the release notes so I don't have more details. I can just confirm that I see the same as you in my live instance of Canvas but in beta I see the feature. @erinhmcmillan , do you have any insight about this feature and the guide page reference below? I don't see anything on the page indicating it's a not yet released feature.

Thanks, Rick. I guess I'll just assume I don't have that feature, but hopefully I will one day!
Apparently, "one day" is today! I started working on a new quiz today, and lo and behold, the option for partial credit grading was there! 🙂
I am noticing an issue with partial credit for multiple answer questions. If the question has 3 choices that are correct (3 points for this question), the student chooses 2 correct answers and 1 incorrect answer, the student receives 1 out of 3 because the incorrect answer is lowering the grade by 1?? What if the teacher wants to provide the student with 2 out of 3 without the negative point. Is that possible without changing the grade manually? Here is an example of what I am talking about:
This is a huge pain point in my course as well. Students are penalized twice - once for picking the wrong answer choice, and again for not picking the correct answer! There should be an additional option to only award partial credit, with NO additional penalty.
