[ARCHIVED] Unable to refresh clients token

We have set up a feature in our application that lets any of our clients in any district import their Canvas courses and allows others in their district sign up for the course, get credit etc.

We have successfully created work flows with our own assigned canvas domain in using refresh tokens.  However we now have a district trying to import their courses and users sign up for them.  Initially every thing works great, but we are unable to refresh their token using our Developer Key.  We were able to obtain the districts Developer Key, but we are not able to get that to work either.  In both cases we get back a 'Incorrect Client' error on the refresh call. 

Again, we are able to refresh our own users tokens fine with our key, but we are not able to refresh a different domains token with either ours or their Developer Key and client id.  The client in question also uses their districts SSO portal to access Canvas.
