In each of my lecture classes, I have students that get 1.5X time on quizzes and exams per our accessibility office. I want to be able to allow for this in a Canvas quiz. Can I make two versions, assign the 1.5X time one to an individual, and unassign the regular time? Or should I assign regular to all, the 1.5X to those that get it, and exempt them from the regular timed quiz?

Neither. Make 1 quiz.
For those that need extra time, you are going to moderate the quiz and enter just the additional time (so if your quiz was 60 minutes, and they got 1.5x, then you would only enter in 30 when moderating for that student). You'll need to do this for every quiz.
Once I publish a quiz, how do I use the Moderate Quiz page?
Now, if you have a lot of students needing accommodations & a lot of quizzes in your course... you may want to see if you/your school can install Quiz Extension LTI.
