I want to create a quiz that is available for a 24 hour period and requires students to create and submit a pdf response, but only allow each student 2 hours to open and complete the quiz. Is something like this possible?

Yup...this sounds completely possible. I'm not sure if you are using current Classic Quizzes or New Quizzes, but here's what to do in both interfaces:
- Classic Quizzes
- Set your time limit for 120 minutes, and set your availability dates/times for a 24-hour time frame. See this Guide for instructions on how to do both of these things: What options can I set in a quiz? - Instructure Community (canvaslms.com)
- Create a file-upload question in your quiz. See this Guide: How do I create a File Upload quiz question? - Instructure Community (canvaslms.com)
- New Quizzes
