I am assuming that you are an instructor. Some schools that use Canvas do not let their faculty handle enrollments (adds/drops) at all. This may be a decision that has also been made by the local Canvas administrator(s) at your school. If this is the case, you would want to reach out to your school's Online Learning / eLearning department to inquire about this. Often, this might mean that you'd first need to ensure the student has been moved from one course to another in your school's SIS (Student Information System), and then once that is done, then the enrollment can be moved in Canvas.
