That's a great question, @sarahh ... and unfortunately, I don't really have an answer for you. I tried looking at this Guide: Once I publish a quiz, how do I use the Moderate Quiz page?. However, it didn't really have an explanation of what they display the time like that. Maybe you might want to post a comment to the bottom of that Guide asking for clarification? If you click on the student's name, you'll be taken to a screen where you can see the quiz results for the given student. This screen also includes the date/time the quiz was submitted. To the right of this information is a large link to "View Log". This would tell you how many attempts and when each attempt was started.
