[ARCHIVED] QR linking to file on canvas getting "access denied"

I am looking to provide a pdf answer key for my students.  The content is copyright sensitive so I do not want to post it on my web page.  I figured I would put it on my canvas page.  I put QR codes on my work book pages or on practice tests that would allow a student to link directly to the resource via their phones.  This works great from my web page but I am getting an "access denied" from the students when they try to access the resource.  When I scan the qr code it works perfectly .   The class is published.   I have tried placing the pdf in a module and have double check that the file and module are published.  Still no access.
