Students are submitting an assignment (a paragraph response) that I would like to use for two separate grades, preferably with two separate rubrics. Is it possible to set this up in such a way that 1. students don't have to submit the assignment twice, and 2. that I can grade the response based on both rubrics at the same time? If I can't do both, at least I would like to avoid requiring students submitting the assignment twice.

You can create a second assignment and select submission type: no submission. You will be able to set the assignment to have the appropriate points, and attach a rubric. Even with no submissions, you can still open speedgrader from the three dot menu on the assignment title in grades. In speedgrader you will be able to use the rubric, but you will not see the submissions. Those will only show up in the assignment to which students turned in submissions.
You can open a second window in your browser, go to canvas in that browser window and open speedgrader for the other assignment. Then you can put the two windows side by side on your screen and grade both rubrics simultaneously. You will need to be exceptionally careful that you are grading the correct student with the "no submission" rubric.

although this process works, it only opens this up to a more laborious effort on our part and invites mistakes or errors. I too have assignments that should be linked. The first one is the final project URL, and the second is the final project reviews, discussion. the Discussion is populated because other students need to review URL and provide feedback, but I have to go back and forth between the discussion and the assignment to grade. If there was a way to link them, I would be able to open the URL for the correct student, and there would be no need to have multiple items open with additional checks and balances to confirm I am grading the correct student.
