Check if you have a conflicting input device, such as a bluetooth mouse or some wireless keyboard that works at the same time with your main mouse and main keyboard. Use a different browser or computer see if it still persists. Usually, you just need to click in the box once to activate the input, once you see that blinking cursor, you should be able to paste.
