There are a couple ways you could do this:
1. We use a pubic Module in the Canvas Commons that has links to resources from our library, tech services, etc. Teachers can import this Module as they need for courses. Some include it, especially in 7th grade courses (when they're first exposed to Canvas).
2. You could add a page in a course Blueprint that goes to all courses in your institution (if you're using them). This is great because if your institution resources change, when you update the Blueprint, all courses receive that update. You can then specify by course type, ie science gets a list of resources, english is different, etc.
3. The Canvas Admin page allows you to add specific LTI apps. You could use the Redirect Tool to add a standard link (library site, etc) to every course menu.
4. You can add custom links to the Help menu links from the Admin Settings page. You can reorder and customize sub-menu items for users to access some of those resources.
