My district makes us change our settings at the end of the year from public to private. How do I access my Canvas course now that it is private so I can use what is on last years for this new school year?

Setting the course from Public to Private does not limit your access to the course as an instructor. It is quite likely that this "restriction" is the result of an admin setting for your school's terms, and how the course is concluded.
I would suggest talking to your school's Canvas Admin about restoring access.
